So in summary:

• All Genestealer Cult units and formations form a subfaction called “Genestealer Cult”
• The “Genestealer Cult” faction allies identically to the “Tyranid” faction.

So start your armylist brainstorming.  YOu will be using the cults in combination with the full Hive Fleets.

I had hoped for a choice of either Tyranids, OR Astra Militarum (bot not both) to represent the Cult infiltrating a world’s standing army, but it was not meant to be.
