GW: Rumor Engine “Chainmail Skirt”

My first inclination is that this is a part of a chaos kit. Why? Because it reminds me of the Chaos Lord on a Manticore:

Or the Chainmail the Chaos Warriors have:

They have the right style of Chainmail, plus their cloaks are torn, but not shredded, just like the one Rumor Engine. Or maybe the cloth parts ARE more ripped up and it’s actually an Undead model:

But something is bugging me about the text – why did GW say “FUTURE ITSELF” – are they just being cheeky or is that a clue?
